USPA NEWS - Jean-Dominique Giuliani chairs the Robert Schuman Foundation, a benchmark research center on the European Union and its policies. He is also former Special advisor to the European Commission (2008-2010), he was previously Master of Requests at the Council of State, chief of staff to the President of the Senate Mr. René Monory (1992-1998) and director to the general management of the Taylor group Nelson Sofres (1998-2001). In 2001, he founded his own international consulting company: J-DG.Com International Consultants, which he chairs. We publish his official statement for Foundation Schuman, as regard of COVID-19 outbreak and following up the US administration´s decision to ban the European travellers to the USA, except the British, over the Coronavrius pandemic. Jean Dominique Giuliani calls up for « an international corporation and solidarity », as the world faces the pandemic over COVID-19, and states « The Coronavirus will perhaps be more convincing than all the pleas in favor of multilateralism, cooperation and openness! But at what cost ! »

The unilateral decision of the American president, coming after others in Europe, shows that the greatest harm that a virus can do is in the brain ... To believe that closing the borders will stem the pandemic is nonsense; the list of exceptions to its decision, which concerns only the States of the Schengen zone, further demonstrates its politic nature. The partisans of the borders are deceived by century and world; but the most serious is that they systematically destroy the idea of “‹“‹international cooperation, the only one really able to come to grips with this epidemic. This decline in the spirit of cooperation is first visible in Europe. Once again the member states preferred their voters and their national customs to the European dimension which should have seen real solidarity. It was essential for Italy, the first affected. It will soon be for everyone else. The same goes for the United States. Who can believe that the Covid-19 will be defeated on one continent? International cooperation is essential in terms of health to overcome an evil that strikes the global village. Harmonization of containment measures, pooling of research efforts and free sharing of results, exchange of experiences, permanent consultation, are essential for the definitive eradication of the virus. As long as it circulates somewhere, no state will be immune to contamination. ON THE ECONOMIC FRONT GLOBAL COOPERATION MAY BE EVEN MORE NECESSARY ----------------------------- Europeans could have set an example rather than rushing to take national measures that will not be up to the challenge anyway. There is no doubt: all the member states are hit. They must therefore respond together to the economic disaster that is looming, not worsen the movement of goods and people to the point of embolism, free up exceptional and significant budgetary resources to enable the European economy to overcome this enormous obstacle which is only a passenger. But the American posture further aggravates the crisis. It is primarily a stock market and will be economic and social tomorrow, probably on an unprecedented scale in this century. Instead of concerted action, the states withdraw into themselves; instead of hoisting themselves up to the challenges posed to humanity, they are shrinking to the height of their mediocrity. The President announced the provision of $ 50 billion to the American economy to mobilize more than $ 200 billion in liquidity. But this will not be enough if the European economy does not have the same means and if the Asian economies are not in phase with these stimuli.
